Bundestag and Bundesrat pass the Statutory Health Insurance Contribution Rate Stabilisation Act (BStabG)
On Friday, 10 July 2026, in the last session before the summer break, the Bundestag and the Bundesrat passed the Statutory Health Insurance Contribution Rate Stabilisation Act (GKV-Beitragssatzstabilisierungsgesetz, BStabG) with a narrow majority of 318 yes votes.
To this end, the dynamic manufacturer rebate originally envisaged is to be replaced by a static manufacturer rebate of 15.5% (previously 7%) fixed by law.
- The guardrails (Leitplanken) will be abolished.
- The combination rebate (-20%) will be abolished.
- The price moratorium will be extended until 30 December 2030.
